Reconnecting with Residents to Shape Gloucester’s Future
In Gloucester—a city steeped in history and shaped by the sea—the last community-led comprehensive plan was completed in 2001. Since then, much has changed. But the city’s spirit of resilience, creativity, and community remains as strong as ever.
Now, more than two decades later, Gloucester is once again turning to its people to chart a course for the future.
JM Goldson is honored to support this effort. From the beginning, we knew this process had to do more than check a box for public input—it had to reflect the city’s diverse voices, histories, and hopes. That’s why we co-created a Public Engagement and Outreach Plan (PEOP) rooted in equity, transparency, and connection.

Together with city staff and community leaders, we set a bold goal: engage the equivalent of 10% of Gloucester’s population—nearly 3,000 participation points—through both in-person and digital tools. We built a process that respects privacy, lowers barriers to entry, and seeks out historically excluded voices. From network mapping with city team members to inclusive surveys and engagement events, every step is designed to build trust and foster authentic dialogue.
Our team, led by Jenn Goldson and Laura Smead, helped design tools and strategies that go beyond traditional forums—tools that reach neighbors where they are, in the ways they prefer to engage.

This planning process is laying a strong foundation for a comprehensive plan that truly belongs to the people of Gloucester. Whether used to guide zoning decisions, capital improvements, or long-term land use policy, the plan is poised to support a future that is inclusive, grounded in local values, and responsive to the community’s evolving needs.
Because in this coastal city where working waterfronts meet arts and culture, where history lives alongside innovation—the future isn’t something to predict. It’s something to build together.
