Topsfield’s Next Chapter: A Master Plan Rooted in Connection
When the Town of Topsfield reached out to us, they hadn’t undertaken a comprehensive planning process in decades. For a town that deeply values its historic charm and small-town connections, that kind of gap matters. This wasn’t just another plan—it was a rare opportunity to gather as a community, reflect on shared values, and chart a path forward together.
So, how do you create a meaningful plan for a town that’s both proud of its past and curious about its future? You start by listening.
And we did. Under the leadership of Jenn Goldson, AICP, Founder & Managing Director, and Laura Smead, AICP, Principal Planner & Operations Coordinator, the JM Goldson team designed an inclusive engagement strategy that gathered input at nearly every turn. More than 750 residents completed a community survey. Over 120 people placed comments on an interactive crowdmap. Five different groups—including group home residents and elementary school students—held their own “Meeting-in-a-Box” sessions, helping bring voices into the room that traditional public forums often miss.
We didn’t stop at the meeting room doors either. We set up shop at the town’s Holiday on the Green event, greeted folks at farmers markets, and caught up with families at summer concerts. Flyers, project business cards, and real conversations helped spread the word and build momentum. It worked—Topsfield exceeded its outreach goal by 137%, ultimately collecting 960 participation points. While some individuals engaged more than once, these touchpoints reflect a rich and sustained level of involvement, underscoring just how deeply residents care about their town’s future.
As people spoke, clear themes emerged. Residents want to protect the natural beauty and history that define Topsfield. They want more options—more accessible, affordable places to live and gather. They’re ready for thoughtful economic growth and a stronger sense of connection. Above all, they want a community that reflects their needs and aspirations today, and for the next generation.
With the guidance of Jenn and Laura, those voices were translated into a cohesive plan grounded in five key values: preserving historic and natural resources, fostering accessibility and affordability, supporting strategic business development, encouraging social connection, and meeting evolving community needs.
The result? A roadmap that’s practical, visionary, and deeply personal to Topsfield.
This project is a testament to what’s possible when engagement is inclusive, meaningful, and creatively designed. It’s also a reminder that the most powerful plans are the ones written not for a community—but with it.
