Disposition of Municipal Land

JM Goldson assisted the Town of Winchester, through a contract with MassHousing, to prepare a Request for Proposals (RFP) for the development of a town-owned parking lot in Winchester Town Center adjacent to the train station. The Town’s objective was for the redevelopment of the parking lot to create mixed-income housing, with at least 25 percent of the units restricted as affordable. The Town had been planning to redevelop the property for many years. The RFP resulted in five competitive proposals from highly qualified development teams. JM Goldson’s team also assisted with the Town’s review of proposals and selection of a preferred developer. The preferred proposal by development team Civico/Traggorth provides an opportunity for a well-designed, context-sensitive 60-unit mixed-use development with 40 affordable apartments, contingent on permitting and financing.
