Waterfield Place: A Model for Affordable Housing in Winchester

The redevelopment of Waterfield Place marks a significant step forward for Winchester. Located adjacent to the commuter rail station, the site had long been identified as an opportunity to create affordable housing, first highlighted in the town’s Comprehensive Plan prepared by JM Goldson.

Our team, led by Jenn Goldson, guided the project through the complex municipal land disposition process. This included drafting the Request for Proposals (RFP), facilitating a transparent and inclusive vetting of developer proposals, and supporting the Town in selecting the successful partner, Civico Development. Each step followed Massachusetts legal requirements while also creating space for meaningful community input.

The result is a thoughtful redevelopment plan that balances Winchester’s housing goals with its community values. Waterfield Place will deliver new affordable homes in a location that supports walkability, access to transit, and long-term sustainability.

By helping Winchester navigate this challenging process, JM Goldson demonstrated how municipalities can align vision, legal requirements, and community priorities to achieve transformative outcomes in affordable housing.
